Rural districts’ hiring, evaluation challenges

Gerald Keefe, long-time superintendent of the 109-student Kit Carson school district in southeastern Colorado, is known as a fierce advocate of local control. Keefe was in Denver last week to make preliminary arguments before the State Board of Education in favor of his application for the school district to be declared an innovation district under state law.

Keefe wants his district to be able to offer tenure to teachers after five years of good performance. He also wants to evaluate teachers every other year instead of annually, as required in Colorado’s educator effectiveness law.
