State gets updated evaluation of its R2T efforts

Colorado continues to make progress on reaching its Race to the Top goals but has a few things to work on, according to an evaluation released Friday by the U.S. Department of Education.

The state received $17.9 million in late 2011 as part of a round of R2T “consolation” grants.

The four goals in Colorado’s application were increasing state capacity to implement reform goals, helping schools and districts transition to new standards, implementing the new educator evaluation system and integrating STEM knowledge in all content areas.

The DOE evaluation said, “In Year 2, Colorado continued to develop and successfully implement most aspects of its Race to the Top plan.” The evaluation specifically cited improved project management by the state Department of Education, expanded communications by CDE, development of a state sample curriculum and assistance to districts on educator evaluation.

On the negative side, the evaluation concluded  that “Colorado continued to grapple” with helping districts choose and weight various measurements of educator evaluation, “also struggled with” helping districts review different kinds of assessments and “had difficulty” making districts aware of available STEM resources.

Jill Hawley, Colorado associate commissioner, said felt the DOE report was “a pretty accurate assessment” of how the state is implementing the grant.

Colorado’s educator effectiveness system requires that half of the evaluations be based on student academic growth. That growth is measured not just with data provided by statewide tests but by growth information from multiple kinds of tests. A key part of CDE’s effort has been to help districts evaluate and choose what tests to use.

The evaluation system is still being rolled out. All districts were required to use state-compliant systems in the just-finished school year, but the results won’t count against possible future loss of non-probationary status by ineffective and partially effective teachers.

Next year, to account for a “data gap” caused by the switch to new tests, districts will have flexibility in how much to weight student growth when evaluating teachers. So the full rollout of the evaluation system launched in 2010 won’t come until the 2015-16 school year.

The state has lost three R2T bids but won two consolation grants, including the $17.9 million award. The state also won a $29.9 million R2T-Early Childhood Learning Challenge consolation grant in late 2012, and that award that was supplemented with an additional $15 million last year.

The federal R2T program made its first awards in 2010 and has given more than $5 billion to 24 states and the District of Columbia. Some $1 billion in grants to 20 states have been given in the early learning program. And more than $500 million has been awarded in R2T-District grants.

In 2012, the St. Vrain Valley district won a $16.6 million district grant. The district is using the money to expand and improve STEM programs.

In her first classroom at Indianapolis Public School 79 in 1977, art teacher Teresa Kendall had five whole potter’s wheels to herself. Plus clay. And a kiln.

She was under orders from her principal, she remembers, to make sure her students “have all the art they can have.”

Nearly 39 years, five layoffs, and four school districts later, she returned to Indianapolis Public Schools, where she was told there were just a handful of potter’s wheels in the entire district. She managed to get her hands on one, rescuing it from an unused classroom at Arlington High School.

Chalkbeat asks Indiana teachers: Why did you leave the classroom?

“It’s a huge difference,” Kendall said, comparing her situation to other schools she’s seen. “It just puts a knot in my stomach when I think about it … I think about what my kids at [School] 105 have to do without.”

Kendall said she spent hundreds of dollars on supplies, and she was overwhelmed by having to configure her 28-seat classroom to accommodate 62 students. At the end of last year, she decided to leave teaching altogether.

“It was the most solid community school I’ve ever been in, in all of my career,” Kendall said. “I miss it tremendously. But I couldn’t stay there.”

Carrie Black, an Indianapolis Public Schools spokeswoman, said classes might have been large at one point when the district was working to hire a substitute for a teacher on family leave, but the principal at School 105 said there were enough tables and chairs for the whole class. The principal also said teachers were told they could be reimbursed for supplies.

“Under no circumstances was she required to supply her art room in any way, shape, or form,” Black said. “So if she did, those were decisions she made on her own.”

More than 60 former Indiana teachers responded to a Chalkbeat survey about why they decided to leave teaching, a problem that policymakers and state lawmakers have said is part of the reason behind this year’s efforts to raise teacher salaries — which some educators and advocates say don’t go nearly far enough. Across the country, teachers have gone on strike and protested to demand better pay and working conditions, stirring up national conversation about the challenges they face.

Kendall, who has two master’s degrees, made $48,000 when she left IPS. The most she’d made, she said, was close to $62,000 when she taught in Lebanon. Now, she’s a paralegal.

The former teachers, from schools all over the state, reported a wide range of salaries over the years — from as low as $26,000 to more than $66,000. Now out of the classroom, they have found jobs as nurses, bus drivers, engineers, insurance agents, and seasonal park rangers. Some are unemployed, stay-at-home-parents, or graduate students.

While many former teachers said low pay or stagnant salaries contributed to their decisions to find other careers, more cited increasing responsibilities for reporting and testing, dwindling support and coaching from administrators, and “punitive” teacher evaluations.

Here is a selection of their reasons for leaving, lightly edited for clarity and length.

Too little pay

  • I had a third child and my entire paycheck was going toward insurance and childcare. I couldn’t afford to work.
  • State laws were being introduced that would make it next to impossible to ever increase my salary, or even to bargain to try to keep pace with the cost of living.
  • I was 20 years into teaching and felt undervalued, overworked, and underpaid for my education, training, and role as a teacher. I had reached the top of the pay scale and there was not room to advance. I didn’t want to become an administrator. Our insurance was steadily rising and with no pay raises, we were making less than what I had started with 20 years ago. My wife and I were both teachers and we both had to take part-time jobs to help pay the bills.
  • The level of stress, the constant demand on more and more of my time and energy with no compensation, and the low wages! Also the constant micromanaging!
  • In my 12th year I was making less than I did in year one. Health insurance was too costly, parents were overbearing, and the amount of accommodations needed for students was out of hand.

Too much testing, politics, and red tape

  • I couldn’t take any more of the state legislature’s disrespect of teachers. The loss of school funding, punitive evaluation methods, and absolute lack of willingness to truly listen to educators about our needs and what goes on in a classroom made me realize it wasn’t worth it anymore.
  • The constant change in state testing.
  • I had had it with ISTEP and school accountability practices demanding measurable outcomes and driving learning away from what we all know are best practices.
  • There was constant assessing without allowing kids to be kids and grow socially and mentally. Spent more hours assessing than teaching.
  • The time required to be spent on more red tape and paperwork instead of just doing what I knew was best for kids was too much.
  • I was working 10-12-hour days just to get state-mandated paperwork done AND papers graded. I loved my kids, I loved my school, I loved my principals, but I hated meetings every morning to appease legislators who are clueless, and I hated having to prove what a great teacher I was.
  • The time the job required meant my son and I were at school until 8 or 9 every night. All that time and dedication with no guarantee of a job? No thanks.
  • Teachers were treated as if we were entry level employees who could not make any decisions for themselves.
  • My afternoon classes had 39, 38, and 40 students. The Rise rubric [for teacher evaluations] made everyone feel like they were failures before even being evaluated.
  • I was dealing with burnout, and I was tired of working as many hours as I did and being as undervalued as I was. It felt like I constantly had administrators, parents and community members telling me what was wrong with how I did things.
  • I was expected to assign at least 10 math problems to every student every night. Since I had about 100 students, that’s about 1,000 math problems every night. Bottom line, time with my family is more important.
  • I felt overwhelmed by what the legislators were inflicting on us, the lack of true support from administrators, and just the stress that is teaching even in the best of times. Most of all — I was exhausted, I guess. Death by a thousand cuts, more or less.

Black student excellence: Denver school board directs district to better serve black students

Every Denver public school soon will be required to develop a plan to boost the success of black and African-American students by embracing their strengths rather than focusing on the challenges they face.

That’s according to a resolution unanimously passed Thursday night by the Denver school board. The resolution, which would also require district employees to take training on implicit bias, was shepherded by Jennifer Bacon, who was elected in 2017 to represent northeast Denver and is one of two black members on the diverse school board. Longer-serving board members said it was overdue.

“With good intentions, we were battling the idea that singling out a group of students was not acceptable,” said Happy Haynes, who has served on the board since 2011. “We were always talking about, ‘all students, all students.’”

In doing so, Haynes said, “we lost sight of so many of our students. So I really celebrate this change in our thinking.”

Denver Public Schools’ data show big disparities in how black students are served by the district. While 13 percent of the approximately 93,000 students are black,

  • 28 percent of out-of-school suspensions last year were given to black students,
  • 16.5 percent of students identified as having a disability were black,
  • Just 10 percent of students enrolled in rigorous high school courses were black.

The focus on black students comes after more than a year of relentless and high-profile advocacy from black parents and activists, and 2½ years after a damning report about how black teachers and students are treated in Denver Public Schools.

Known colloquially as the Bailey Report, it was based on interviews with black educators conducted by former school board member Sharon Bailey, who has studied racial dynamics in Denver. It found that black educators feel isolated and mistreated by the district, and perceive that black students are more harshly disciplined in part because the young white women who make up a sizeable portion of the teacher workforce are afraid of them.

The report led to a task force, which presented the district with 11 recommendations. Among them: offering signing bonuses to help attract more black teachers, making student discipline data count toward school ratings, and requiring each school to create a plan “designed to strengthen relationships between African-Americans and schools.”

Nearly two years later, none of that has happened. And much of what the district has done has been voluntary for teachers and schools. Meanwhile, the data keeps mounting.

Last year, 67 percent of black students graduated on time, meaning within four years of starting high school, compared with 78 percent of white students. On state math tests, 17 percent of black students in grades three through eight scored on grade level, compared with 65 percent of white students. The literacy gap was similar.

Avery Williams, a senior at George Washington High School, told the school board at a work session in December that “there’s an awkwardness around being black” in Denver schools.

“Teachers, specifically white teachers, don’t know how to act around me,” Williams said. Many of her classmates, she said, “do not know how to have respectful conversations because they’re afraid of being offensive or because they’re not educated in the right terminology.”

Michael Filmore, a junior at East High School, spoke about being one of only a few black students in his more rigorous classes, an experience Williams shares. After taking remedial classes his freshman year at East, Filmore said he decided to take all honors classes as a sophomore. He also took the public bus to school and was often late for first period.

“I would walk in the classroom and I would feel like I didn’t belong there,” Filmore told the board. “I felt uncomfortable and that I shouldn’t be in these classes. I was pressured. I eventually dropped the class. My junior year, I felt that I would never let myself down again.”

At that December session, Bacon expressed a desire to more explicitly address issues affecting black students. The district has put that kind of focus on students learning English as a second language, many of whom are Hispanic, after a federal judge found the district was violating their rights. Under that order, the district has developed specific methods for teaching English language learners. It requires all new teachers to get certified to teach them.

Bacon and others questioned why that hasn’t happened for black students, as well.

“It’s not because there’s a lack of effort, will, or love,” Bacon said in an interview. “I think it’s because we’re not organized properly and we don’t have an internal stake in the ground around expectations, outcomes, and accountability measures. People want to see DPS is doing that.”

Her fellow board members agreed. On Thursday, they took turns thanking her for bringing forth the resolution, which directs the district to do several things:

  • Require all schools, including district-run and charter schools, to review data about student academic performance, discipline, and referrals for special education to understand how each school’s black students are doing “on an individual level”
  • Require all schools to set goals for supporting black students that prioritize giving them “access to grade-level and more rigorous coursework”
  • Require school leaders to articulate how they will monitor progress toward their goals
  • Train all district staff on implicit bias and culturally responsive education
  • Conduct an “equity audit” to understand what the district is doing well and what it is not to figure out how it “can better prioritize the success of our black students”

It will now be up to new Superintendent Susana Cordova, who made equity a cornerstone of her bid for the district’s top job, to carry out the directive. The resolution gives her until May 31 to come up with a plan that would go into effect by the start of the next school year.

“We know that we have a painful and inequitable history of outcomes for our students,” Cordova said. “But facing this with courage, facing this in community, facing this with our stakeholders, our parents, our family members, our community members, and our students holding us accountable, I believe deeply in the ability of people to come together to solve these problems.”
