City Council Hearing: Immigrant Students in NYC Schools

The City Council’s Education and Immigration Committees will hold a joint oversight hearing on the topic “Immigrant Students in NYC Public Schools and the DOE’s Corrective Action Plan for English Language Learner (ELL) Students.”  Below is information regarding the upcoming hearing:

“Oversight: Immigrant Students in NYC Public Schools and the DOE’s Corrective Action Plan for English Language Learner (ELL) Students”

Immigrant students and parents face significant challenges in navigating the school system and obtaining a quality education.  However, the federal No Child Left Behind Act (NCLB) requires school districts to provide assistance to children who are limited English proficient (LEP), including immigrant children and youth, to help ensure that they meet the same academic achievement standards as all children are expected to meet.  NCLB also provides funding for districts to provide services and programs for LEP students and states that receive this funding must hold local school districts accountable for meeting Annual Measurable Achievement Objectives.  Districts that fail to make adequate progress towards these objectives are required to develop a Corrective Action Plan (CAP).  The New York City DOE was required to develop such a CAP, which was submitted to the State Education Department in September 2011.

This hearing will examine the DOE’s programs and services for immigrant students and their families, as well as progress in meeting goals and objectives in DOE’s CAP.
