How far from complete are the city's efforts to expand pre-K?

Talking about Barack Obama’s hopes for expanding early childhood education (school for 3- and 4-year-olds) Sam Dillon reports in the Times this morning that, despite efforts to make pre-kindergarten available, New York State’s efforts are “far from complete.” How far? Pretty far. There are two areas to pay attention to: access (how many 4-year-olds are actually enrolled in programs) and quality (are the programs doing real teaching or simply baby-sitting?).

Let’s start with access. New York City advocates told me last year that they estimate demand for pre-kindergarten in the city at about 75,000 4-year-olds. Yet the number of 4-year-olds who are taking part so far this year is 54,000. That represents a steady increase from years past, the Department of Education’s director of early childhood education, Recy B. Dunn, just told me in a telephone interview. But it’s still far away from universal — and it’s also below the number of seats the state agreed to pay for this year, 60,000, a package that would cost just over $230 million, Dunn said. The picture statewide is arguably bleaker. Winnie Hu of the Times reported last year that only 38% of 4-year-olds in the state participated in programs.

The city recently extended the deadline for when parents can sign up to January 30. By that date, Dunn said he hopes to corral more parents into vacancies that exist across the five boroughs (a full list is here), but a last-chance get-out-the-word strategy has yet to be determined. If all 60,000 seats aren’t served, the extra state funds will go back to Albany.

Last year, I outlined several reasons pre-k expansion hasn’t happened faster, most of which have to do with red tape attached to state funds. The state legislature’s funds can only finance half-day programs, which last for only two-and-a-half hours a day, so anyone who wants to offer full-day programs, which advocates say most parents prefer, has to find additional funds. The state funds also can’t go towards start-up costs like building space, another barrier, according to advocates.

And expanding access to pre-K could get tougher given the bleak budget situation. Just yesterday Governor Paterson proposed changing the way the state funds pre-k so that school districts would have to handle a lot of extra costs (about $71 million in New York City), and Mayor Bloomberg’s budget proposal would cut funding from 21 day care centers.

A whole other question is the quality of the programs. Frankly, I have very little sense of this, though my hope this year is to get a better idea. (Readers, this is my e-mail address.) What I do know is that people who know more than I do are concerned about raising the quality of pre-K. Sara Mead at New America has cautioned Obama against writing a stimulus package for early childhood without thinking about quality. The Hechinger Institute has chronicled the concerns here. And a report (PDF) issued by the American Federation of Teachers last week offered suggestions for how to make pre-K more educational and more playful at the same time, improving the quality beyond simple day-care.

One thing that makes looking at quality difficult is the overwhelming diversity of free government-provided programs. In the city as across the country, free pre-K comes in a patchwork of forms, with no single agency held responsible for producing the programs, no clear funding stream laid out how to pay for it, and no blueprint for what the programs should look like. Parents can apply to a half-day (2.5 hour) program, the only kind the state funds, or they can also apply for a 6-hour full-day program, which exist only because other groups add to state funds. Some programs are hosted at public schools. Others are based out of one of dozens of community-based organizations scattered around the city, from church basements to storefront child-care providers.

Like I said, I want to look more closely at this. So, readers, please give suggestions. What pre-K programs should we be visiting?

After changes and challenges, Friday’s deadline to enroll in Newark schools finally arrives

Newark families have just a few hours left to apply to more than 70 public schools for next fall.

At noon on Friday, the online portal that allows families to apply to most traditional and charter school will close. After that, they will have to visit the district’s enrollment center. Last year, nearly 13,000 applications were submitted.

The stakes — and stress — are greatest for students entering high school. Each year, hundreds of eighth-graders compete for spots at the city’s selective “magnet” high schools, which many students consider their best options.

This year, those eighth-graders have to jump through an extra hoop — a new admissions test the magnets will use as they rank applicants. District students will sit for the test Friday, while students in charter and private schools will take it Saturday.

That’s news to many parents, including Marie Rosario, whose son, Tamir, is an eighth-grader at Park Elementary School in the North Ward.

“I don’t know nothing about it,” she said. District officials have been tight-lipped about what’s on the new test, how it will factor into admissions decisions, or even why introducing it was deemed necessary.

Students can apply to as many as eight schools. Tamir’s top choice was Science Park, one of the most sought-after magnet schools. Last year, just 29 percent of eighth-graders who ranked it first on their applications got seats.

“I’m going to cross my fingers,” Rosario said.

Students will find out in April where they were matched. Last year, 84 percent of families applying to kindergarten got their first choice. Applicants for ninth grade were less fortunate: Only 41 percent of them got their top choice, the result of so many students vying for magnet schools.

This is the sixth year that families have used the online application system, called Newark Enrolls, to pick schools. Newark is one of the few cities in the country to use a single application for most charter and district schools. Still, several charter schools do not participate in the system, nor do the vocational high schools run by Essex County.

Today, surveys show that most families who use the enrollment system like it. However, its rollout was marred by technical glitches and suspicions that it was designed to funnel students into charter schools, which educate about one in three Newark students. Some charter critics hoped the district’s newly empowered school board would abolish the system. Instead, Superintendent Roger León convinced the board to keep it for now, arguing it simplifies the application process for families.

Managing that process has posed challenges for León, who began as schools chief in July.

First, he ousted but did not replace the district’s enrollment chief. Then, he clashed with charter school leaders over changes to Newark Enrolls, leading them to accelerate planning for an alternative system, although that never materialized. Next, the district fell behind schedule in printing an enrollment guidebook for families.

Later, the district announced the new magnet-school admissions test but then had to delay its rollout as León’s team worked to create the test from scratch with help from principals, raising questions from testing experts about its validity. Magnet school leaders, like families, have said they are in the dark about how heavily the new test will be weighted compared to the other criteria, including grades and state test scores, that magnet schools already use to rank applicants.

Meanwhile, León has repeatedly dropped hints about new “academies” opening inside the district’s traditional high schools in the fall to help those schools compete with the magnets. However, the district has yet to hold any formal informational sessions for families about the academies or provide details about them on the district website or in the enrollment guidebook. As a result, any such academies are unlikely to give the traditional schools much of an enrollment boost this year.

District spokeswoman Tracy Munford did not respond to a request Thursday to speak with an official about this year’s enrollment process.

Beyond those hiccups, the enrollment process has mostly gone according to plan. After activating the application website in December, the district held a well-attended school fair where families picked up school pamphlets and chatted with representatives. Individual elementary schools, such as Oliver Street School in the East Ward, have also invited high school principals to come and tell students about their offerings.

American History High School Principal Jason Denard said he made several outings to pitch his magnet school to prospective students. He also invited middle-school groups to tour his school, and ordered glossy school postcards. Now, along with students and families across the city, all he can do is wait.

“I’m excited to see the results of our recruitment efforts,” he said. “Not much else is in my control — but recruitment is.”

As lawmakers consider major preschool expansion, Colorado providers want more than just extra seats

With Gov. Jared Polis’ proposal for the biggest expansion of Colorado’s state-funded preschool program in its 30-year-history, many early childhood educators are cheering the possibility of 8,200 new preschool slots for at-risk children.

But they’re also asking hard questions about how providers will find the staff and space to create new preschool classrooms, and whether state leaders will reshape the program to broaden its reach and intensity. Suggestions from the field include expanding the definition of at-risk, accepting more 3-year-olds, offering more full-day slots, and rewarding top-rated providers with more money.

These discussions echo debates about preschool quality and access nationally as more state leaders prioritize early childhood education, and as public preschool programs from New York to California attempt massive scale-ups.

Research shows that early childhood programs can produce huge long-term gains for children, particularly those from low-income families. But there’s a caveat: The programs must be high-quality.

In Colorado, Polis’ preschool proposal hinges partly on his plan to offer free full-day kindergarten statewide. That’s because 5,000 of the new preschool slots would be funded with money currently earmarked for full-day kindergarten through a special pool of flexible early education dollars. Lawmakers likely won’t make final decisions on the full-day kindergarten and preschool expansion plans until late spring.

In the meantime, preschool providers are weighing the pros and cons.

One of them is Lynne Bridges, who runs a highly rated preschool designed to look like an old schoolhouse in downtown Pagosa Springs in southwest Colorado. It’s called Seeds of Learning and serves children from tuition-paying families and about two-dozen preschoolers who qualify for public dollars through the Colorado Preschool Program.

While Bridges is thrilled with Polis’ support for early childhood education, she’s frustrated, too, that the state’s preschool program doesn’t recognize top programs like hers with extra funding.

“It’s almost like this high-quality program I’ve created …. It’s my burden,” she said.

Bridges’ program holds a respected national accreditation and also has a high rating from the state through its Colorado Shines rating system. She fundraises constantly to fill the gap between her government allotment and the cost of providing preschool for her at-risk kids — the ones she said have the most to gain from a high-quality program.

“There’s only so much money to be had in a rural community,” Bridges said. “This shouldn’t be me laying awake at night trying to help these families.”

The $111 million Colorado Preschool Program serves about 21,000 preschoolers statewide — most of them 4-year-olds in half-day slots — as well as 5,000 kindergarteners in full-day programs. Most of the program’s slots are offered in public school classrooms, though some are in community-based facilities.

On average, providers get about $4,100 per state preschool slot, though the amount varies based on a district’s size, share of low-income students, and cost of living.

Jennifer Okes, chief operating officer at the Colorado Department of Education, said the state’s finance formula allocates preschools half per student of what’s earmarked for first- through 12th-graders.

That formula doesn’t account for preschool quality, she said.

“I guess you could take preschool funding out of [the Public School Finance Act] and fund it separately. That would be a big statutory change.”

A separate state program that provides subsidies to help low-income families pay for child care works the way Bridges wishes the Colorado Preschool Program did, but it’s governed by a different state department and set of rules.

Leaders in the suburban Westminster school district north of Denver, where three-quarters of preschoolers are funded through the Colorado Preschool Program, said Polis’ proposal fits with the district’s own plans to expand early childhood options.

“I’m all for it,” said the district’s Early Childhood Education Director Mat Aubuchon, of the state preschool expansion. “I’m just curious what latitude we’ll get as districts.”

Aubuchon said if the state funds more slots, he hopes more can be merged to create full-day preschool slots. Currently, state rules allow only a small fraction of slots to be combined.

In addition, he wants more leeway in the state’s primary eligibility criteria, which gives preference children from low-income families, those in unstable housing, or who have speech or social difficulties, among other factors.

“I would like to see a little bit more pre-academic stuff in there,” said Aubuchon.

For example, children likely to be at risk for later reading struggles, based on results from a pre-reading assessment, should be given greater consideration, he said.

Aubuchon said if Polis’ plan comes to fruition, he’d like at least 100 to 150 more state preschool slots — maybe more if districts get additional flexibility to make full-day slots. He said the district will likely be able to find space for additional preschool classrooms.

Christy Delorme, owner and director of Mountain Top Child Care in Estes Park in northern Colorado, would like more state preschool slots, too.

She knows some commercial child care centers aren’t happy about Polis’ preschool expansion plan “because it takes away those paying slots,” but said she thinks it’s a good idea.

“Most parents can’t afford child care,” she said. “The more kiddos we can get into early education programs the better off our society will be.”

Delorme doesn’t have the room for a new classroom at Mountain Top, but like Aubuchon, wants the option to create full-day slots for the children she’s already serving. Currently, the 10 children in half-day slots funded by the Colorado Preschool Program rely on scholarships from a local nonprofit to stay at Mountain Top all day. If they become eligible for full-day state slots, that scholarship money could be rerouted to at-risk 3-year-olds,

One challenge that many preschool providers will face if there’s a sudden influx of new state-funded preschool slots will be hiring qualified staff for new classrooms.

That very problem is what led Bridges, of Seeds of Learning in Pagosa Springs, to cut her program down from four classrooms to three a few years ago. Turnover was high and she couldn’t find reliable substitutes.

With the switch to three classrooms, she also raised wages. Today, a lead teacher with a bachelor’s degree makes about $22 an hour, competitive pay in a community where her workers sometimes used to leave for jobs at the local Walmart. Today, Bridges has no problem with turnover.

Delorme, whose teachers start at $15 to $17 an hour, agreed that the field’s low pay makes it tough to find qualified staff.

“Education in general, it’s hard to recruit, but does that mean I wouldn’t want to expand my program because of that?” she said. “No.”
